At the Digital Civil Rights Foundation (DCRF), we believe America’s strength comes from its people — especially its immigrants. As a 501(c)(3) nonprofit and creators of the ICE Watch App, our goal is simple: to make sure everyone has access to safety, information, and opportunity.
The words at the base of the Statue of Liberty still matter to us. The New Colossus reminds the world that America’s doors were built to open, not close. That spirit drives our work every day.
Through the ICE Watch App, we help communities stay informed about immigration enforcement in real time. When users or partner organizations report verified activity by Immigration and Customs Enforcement (ICE), nearby users receive an alert so they can stay aware and make informed choices. But ICE Watch is more than an alert system. The app also provides know-your-rights information, legal resources, and links to community organizations that offer direct support. We want every person — regardless of background — to know their rights and have a place to turn when they need help.
The Digital Civil Rights Foundation builds technology that protects, not targets. Our team blends experience in advocacy, policy, and software development to make tools that serve people, not systems. We believe technology can be a force for fairness.

President & Founder
Ethan Glucroft is a graduate student at American University in Washington, DC. A Los Angeles native and the great- grandson of two Holocaust survivors, he believes America’s promise belongs to everyone, no matter how they arrived. Over the past decade, he has raised funds for local causes, served in an advisory capacity to Los Angeles Mayor Eric Garcetti, and taught high school students how to lobby government. He remains active in both Los Angeles and Washington civic life, connecting neighbors with practical resources, mentoring first-time advocates, and championing inclusive participation in public decision-making.

Isabella is a current first year JD/MA student at American University’s Washington College of Law, studying International Law and International Affairs. She recently graduated in 2025 with a double major bachelor’s degree in Justice, Law, and Criminology (with a concentration in Terrorism and Security Studies), and Psychology.
